The My Menu function works only when you are logged in. Holding your cursor over it brings up a variety of things for you to do.

My Menu allows you to perform some of the common management tasks, such as adding a new blog post or manage your photos without having to first go to the appropriate Page category. It’s totally up to you which way you do it!
